The Planetary Bill of Human Rights
(Draft for the Planetary Republic of Bioregional Sovereignties — PROBS)
Preamble
We, the peoples of Earth, affirm that all humans are born free and equal in dignity and rights. In recognition of our interdependence with one another, with our bioregions, and with the planet itself, we declare these rights as universal, indivisible, and necessary for the flourishing of life.
Article I. Fundamental Dignity
Every human being has the right to life, liberty, identity, and security of person, free from discrimination on the basis of race, gender, sexuality, culture, belief, disability, origin, or circumstance.
Article II. Rights to the Commons
Every person has the right to clean air, safe water, fertile soil, and a stable climate. No person or entity may privatize, destroy, or monopolize these bioregionally-established planetary commons.
Article III. Right to Shelter and Safety
Every person has the right to secure shelter, protection from violence, and resilience in the face of disaster, conflict, or displacement.
Article IV. Right to Food and Nutrition
Every person has the right to sufficient and nutritious food produced through ecologically sustainable methods.
Article V. Right to Energy and Infrastructure
Every person has the right to access safe, renewable energy and access to basic infrastructure (transportation, sanitation, communication).
Article VI. Right to Health and Care
Every person has the right to accessible, quality healthcare — physical, mental, reproductive — and to live in conditions that promote well-being.
Article VII. Right to Education and Knowledge
Every person has the right to free, equitable, and quality education; to access planetary knowledge; and to participate in the stewardship of shared wisdom.
Article VIII. Rights of Culture and Expression
Every person has the right to maintain, develop, and share their cultural traditions, languages, and identities, and to create art, science, and story without repression.
Article IX. Right to Work and Contribution
Every person has the right to meaningful, dignified work; to just compensation; to rest and leisure; and to contribute to their bioregion and planet.
Article X. Rights of Belonging and Movement
Every person has the right to belong to a community and bioregion, and to move freely across the planet in dignity, especially in cases of displacement or exile.
Article XI. Rights of Governance and Voice
Every person has the right to participate directly or through Inclusion Circles in decisions that affect them, and to hold representatives accountable through transparent processes.
Article XII. Rights of Future Generations
All present generations hold these rights in trust for those yet unborn. Decisions must preserve the capacity of future humans to enjoy equal dignity and planetary stability.
Article XIII. Responsibilities Alongside Rights
With rights come responsibilities: to respect others’ dignity, to steward the commons, to protect bioregions, and to act in solidarity across cultures and borders.
Article XIV. Enforcement and Stewardship
The Planetary Republic of Bioregional Sovereignties affirms these rights as binding. Violations shall be addressed through transparent, restorative, and accountable processes at bioregional and planetary levels.
